PURPOSE: To provide a VDT(video display terminal) harm alleviating device/ method capable of reducing a VDT harm due to a regular space pattern and a VDT harm due to the flicker caused by an interlace system and a device/ method for quantifying danger of a VDT harm and a recording medium. CONSTITUTION: An A/D conversion part 10 captures the video signal P1 of an interlace system from an external picture signal output device and converts the signal into picture data in a field unit by subjecting it to an A/D conversion. A filter part 20 applies time filtering processing to picture data of respective fields without differentiating the first field and the second field while keeping the temporal order of these fields. A D/A conversion part 30 converts picture data P2 to which time filtering processings are applied by the filter part 20 into the picture signal P2 conformed to the interlace system by subjecting the data to a D/A conversion to successively output the signal P2 according to the temporal order of the fields.
