SOLUTION: The vehicle is inaccurately detected to obtain the road state on the basis of video data obtained by a side camera 210 and measurements are taken on the basis of video data transmitted from an upper camera 110 as to information on traffic volume, the travel speed of the vehicle, a time occupation rate, etc., (traffic flow quantities). A space occupation rate, etc., (traffic flow quantities) is measured to obtain the state on the basis of video data sent from the upper camera 110 and detection is performed on the basis of video data sent from the side camera 210 for information on a stopping vehicle, a low-speed moving vehicle, etc., (abrupt phenomenon).
