PROBLEM TO BE SOLVED: To sequentially start simultaneous broadcast from a slave machine where a communication channel is established even if the communication channels are not established with all the slave machines. SOLUTION: When an operator is to execute simultaneous broadcast from a master machine 1, the operator gives and instruction to establish the communication channels with all the slave machines 41 to 4n. Thus, a controller 22 enables writing of data into a voice accumulation device 21 and stores a voice signal for simultaneous broadcast from the master machine 1. When the slave machine where the communication channel is established exists, the controller reads the voice signal form the voice accumulation device and transmits it to the slave machine. The exchange continuously tries to establish a communication channel with the slave machine where the communication channel is not established. The voice signal is read when the channel is established and it is transmitted to the pertinent slave machine. When the controller detects the termination of the voice signal in the middle of transmission to the slave machine, it gives instruction to cut the communication channel with the slave machine to the exchange. When all the communication channels are cut, simultaneous broadcast is automatically terminated.
