PROBLEM TO BE SOLVED: To provide a numerical value generating device capable of constituting a circuit of a single process, and generating an unpredictable numerical value in any case. SOLUTION: This numerical generating device is provided with an unstable oscillating means 1 for generating a signal with unstable frequencies, a stable oscillating means 2 for generating a signal with stable frequencies, a numerical value generating means 5 for generating an irregular numerical value based on the output of the unstable oscillating means 1, and a numerical value reading means 6 for reading a numerical value generated by the numerical value generating means 5 in the timing of a signal generated by the stable oscillating means 2. In this case, the unstable oscillating means 1, the stable oscillating means 2, the numerical value generating means 5, and the numerical value reading means 6 are prepared by the same digital circuit process. |
