PROBLEM TO BE SOLVED: To provide a suitable electrode active substance and a method of preparing the same, which is used to produce a positive electrode having a large capacity and utilization rate. SOLUTION: The electrode active substance is adopted, in which at least a portion of a surface of a nickel hydroxide-based particles is coated with a conductive layer having a lower oxygen content than the particles.
