PROBLEM TO BE SOLVED: To provide an indoor cooling-heating system being of lower cost incomparably than usual ones and being an energy-saving system friendly to the earth, and an air circulating panel used therefor. SOLUTION: The indoor cooling system has a hollow pipe 2 provided in the ceiling to cool an indoor space, a pump connected with one end A of the hollow pipe 2 and sending cool air into the hollow pipe 2, a first heat exchanger connected with the pump and with the other end B of the hollow pipe 2 and a second heat exchanger connected with the first heat exchanger and releasing heat outdoors.
