PROBLEM TO BE SOLVED: To provide a modulation control device and method for increasing network capacity that can economically be realized in existing and new wireless communication networks. SOLUTION: This invention typically provides a system where a call is assigned to any of wireless frequency channels in a wireless communication network. The system consists of a wireless transmitter-receiver that assigns the call to one of the wireless frequency channels and a modulation control device that identifies one of the wireless frequency channels to the call and provides an assignment modulation parameter to the transmitter-receiver assigning the cal to the frequency channel. The modulation control device of this invention permits many calls to use the same frequency channel at the same time for an AMPS system or to use the same frequency in the same time slot at the same time for a TDMA system.
