PROBLEM TO BE SOLVED: To solve the problem of a conventional multi-carrier transmission system that is allocated with transmission information with high priority to a carrier with a frequency where a high level noise is present. SOLUTION: A noise detector 12 detects noise in a transmission channel, a subcarrier priority decision circuit 115 decides the priority of a subcarrier in use on the basis of the result of detection, and a mapping control information generating circuit 114 gives an instruction to a mapping circuit 113 to cross- reference the subcarrier priority to the priority of transmission information thereby allowing the mapping circuit 113 to change the allocation of carriers.
