PROBLEM TO BE SOLVED: To improve efficiency in debugging a system which uses a bus arbitrating device and to perform a comparatively complicated bus arbitration by the single bus arbitrating device while referring to the history of past arbitrations. SOLUTION: This device is provided with a priority discriminating means 11 for selecting a main bus request body to apply the usage of a common bus on the basis of priority information and outputting the selected result and an arbitration history storage means 15 for storing the selected result as arbitration history. Besides, the priority of bus arbitration is dynamically changed by a priority change circuit 72 so that the priority discriminating means 11 changes and outputs the priority information corresponding to the arbitration history when it is not under bus arbitration or changes, otherwise, the priority information is outputted so as to ignore all the bus requests when it is under the bus arbitration.
