PROBLEM TO BE SOLVED: To attain connection to a similar terminal through routing, even when channels to other exchange station contained central management points, such as fire station and police station are all busy with respect to a routing system in an electronic exchange system. SOLUTION: Subscriber telephone numbers, contained in its own exchange as routing data instructing a routing destination with respect to a call whose destination, is a terminal contained in other exchange are set to a memory for call control of the electronic exchange, and subscriber telephone numbers contained in other exchange are set to the memory as routing data instructing the routing destination, with respect to calls whose connection destination is a terminal of its own exchange. When an outgoing route for a call, whose destination is a terminal contained in the other exchange cannot be acquired or a connection destination with respect to a call whose connection destination is a terminal of its own exchange cannot be acquired, a control section connects to a subscriber which is contained in its own exchange or an outgoing route to the other exchange that is set to the routing data.
