SOLUTION: A major system component of the network management system device is provided with a simulator that simulates a virtual network 7 prior to building up a real network 6, a simulation database 2 that stores configuration information and device setting information of the virtual network 7 whose normal operation is confirmed as a result of the simulation this time, a network management device 3 that detects and manages revision in the configuration information and the device setting information applied to the real network 6, a network database 4 that stores the configuration information and the device setting information in the virtual network 7 and stores the configuration information and the device setting information of the real network 6 whose revision is detected, and a difference detector 5 that detects the difference in contents between the simulation database 2 and the network database 4.
