PROBLEM TO BE SOLVED: To provide at target correlation device constituted so as to reduce the possibility with no biunique correlation. By performing correlation judgment processing for a highly precise target first and then performing correlation judgment processing for a low precise target in collation judgment processing in which all targets can be carried out only at the same time in a conventional target correlation device. SOLUTION: Correlation judgment processing for the highly precise target is first performed, and then correlation judgment processing for the low precise target is performed using a priority correlation object target sampling device and an ordinary correlation object target sampling device so as to reduce the possibility with no biunique correlation.
