PROBLEM TO BE SOLVED: To provide a recovery safety confirmation method capable of exactly confirming safety in a short time after recovery operation, flow measurement device for electronic gas meter applying the recovery safety confirmation method and an electronic gas meter building the device in. SOLUTION: In a valve control means 14a-3, after elapsing a specific time from the time when a test cutoff control means 14a-31 opens a gas cutoff valve 10c based on the valve opening signal generated by a recovery operation means SW, a gas cutoff valve is closed again. Then, a recovery safety confirmation means 14a-32 initiates a flow velocity measurement with a flow velocity measurement means 100. Only when the flow velocity measured with the flow velocity measurement means 100 is below a specific value that is, no gas leak is judged, and the gas cutoff valve 10c is opened.
