PROBLEM TO BE SOLVED: To smoothen traffic by distributing an optimal route to a goal. SOLUTION: This system is provided with a vehicle interface 22 which receives vehicle information including vehicle specifying information, a present place and a goal transmitted from a vehicle 5 in the middle of traveling in each section 2 in a road network 1 and transmits guiding information including the optimal route to the goal from the present place to the vehicle, a traffic situation file 10 for storing a present traffic situation and a future traffic situation, a route calculation means 20 for calculating the optimal route designated by the inputted vehicle information and including plural sections existing from the present place to the goal based on the present traffic situation and the future traffic situation and responding it to the vehicle, a guiding information file 15 for storing and holding guiding information returned to the vehicle, and a traffic situation calculation means 16 for updating the present traffic situation and updating the future traffic situation based on each guiding information stored in the guiding information file.
