The invention provides a device and method for implanting a cell culture in a host. The device includes a biocompatible deformable body, a biocompatible microporous membrane and sealable port. In one embodiment, the device includes an attachment coating covering a surface microporous membrane that facilitates attachment of cells to the microporous membrane. In another embodiment, the device includes an angiogenic coating. The invention also provides a method for implanting a cell culture in a host, administering a therapeutic substance to a host and a method of treating a disease using the device.
