SUBSTANCE: proposed plant has housing immersed in water with working member inside it; working member is made in form of axial-flow wheel or endless conveyer bending around drums; it is provided with swivel blades and is kinematically connected with energy converter. Housing is provided with damper having slotted cuts. Tip of blade is movable. In case axial-flow wheel is used as working member, housing is provided with guide mounted at outlet of plant.
