PROBLEM TO BE SOLVED: To provide a luminous surface-treating material with which the surface of a construction such as a building, a paved road and the like can be coated and which has an abrasion resistance and a water resistance and can be made luminous by UV radiation. SOLUTION: The surface treating material is applicable to the surface of a construction. It is obtained by blending a fluorescent pigment which becomes luminous by UV radiation with the main component mainly containing a bonding component which has adhesiveness to the surface of a construction and becomes a hard body and a bulk component which becomes the bulk part of the surface treating material.
