PROBLEM TO BE SOLVED: To satisfactorily conduct the excavation propulsion work without causing the blocking of mud even in a limited mud passage area under various constraints on an apparatus structure. SOLUTION: A leader is provided with inner pipes 1, 2 having a cutter head 14 at the tip and fitted with a buried pipe 7 at the rear end section and outer pipes 3, 4 fitted at an interval to form a mud passage 5 around the inner pipes 1, 2. The sediment excavated by the cutter head 14 is made muddy and sent to the rear section of the leader through the mud passage 5 in this pipe propelling machine. A columnar member 21 and gravel incursion preventing members 22, 23 are provided on the outer peripheral section of the cutter head 14 near the opening section of the mud passage 5.
