PROBLEM TO BE SOLVED: To provide an apparatus capable of coping up to 360 deg. with both the rolling and pitching in regard to the seismic isolation for a lightweight structure such as a wooden building and mechanical facility, and also a flexible device capable of coping with the number of stories and shape and also with an existing building being used by the residents. SOLUTION: A seismic isolation rubber pad 3 utilizing the characteristics of rubber and spring member 4 is combined between a foundation and a groundsill of a building or the like, they are united to one body by tightening bolts 9, a foundation attaching plate 6 is fixed to a building foundation with anchor bolts, groundsill attaching frame 1 is fixed to a sill of building 12 thereby prohibiting the direct transfer of the earthquake force from the building foundation to building sill. Even in the same building, forces applied to different portions on different stories vary, but this can be responded only by changing the assembly of the seismic isolation with seismic isolation rubber pad 3 having different strength. Also, both the rolling and pitching can be coped with only by a single device. Also, the installation to existing building can be achieved by fixing or the like after inserting from lateral direction.
