PROBLEM TO BE SOLVED: To rapidly cut the periphery of a pavement-surface projection such as utility pole circularly. SOLUTION: A cutter 30 with a rotating blade 31 is moved along a surface, pushing an applying tool 21 for a guide tool 20 against the utility pole 10, and a pavement slab is cut in a circular shape or an imperfect circular shape. The cut pavement slab is crushed by a breaker or the like and removed, and a quick-setting concrete removing section is restored and paved, thus completing construction works in a short time.
