PROBLEM TO BE SOLVED: To control the ascent of a form when installing it and prevent its collision with an existing concrete placed face. SOLUTION: The form 16 is installed in a tunnel 12, and lining concrete 14 is placed by this method and device. When a detecting bar 24 retractably protruded on the lap side outer peripheral edge of the form 16 detects the abutting with the existing concrete placed face 30, the ascent of the form 16 by a lift mechanism 18 is stopped prior to the abutting position with the existing concrete placed face 30, then the form 16 is gently ascended toward the existing concrete placed face 30, thereby the occurrence of cracks caused by the collision of the form 16 with the existing concrete placed face 30 can be prevented.
