PROBLEM TO BE SOLVED: To provide the subject system capable of providing a cushioning material capable of corresponding to the specifications of a product to be packet up by using scrapped paper as a material to cut the same. SOLUTION: A system for forming a cushioning material by reusing scrapped paper is a forming machine for a cushioning material reusing scrapped paper such as office documents, computer output paper of corrugated cardboard and provided with an exclusive case housing scrapped paper cut by a general-purpose office shredder arranged in an office, a hopper for guiding scrapped paper to the forming machine by the exclusive case and a cushioning material forming machine for forming the cut paper fed through the hopper into the cushioning material corresponding to the specifications of a product to be packed up.
