PROBLEM TO BE SOLVED: To provide a method capable of improving dephosphorizing performance and increasing iron yield by restraining slopping in the case of decarburizing and dephosphorizing while making slag in a top-bottom combined-blown converter. SOLUTION: In a refining method for the decarburizing and dephosphorizing refining while making the slag by adding SiO2 source and CaO source such as lime, calcium carbonate, into an Si-trace molten iron in the top-bottom combined-blown converter, when a part of the CaO source is blown into the molten iron from a top-blown lance together with oxygen jet blown into the molten iron, the time of blowing the CaO source is regulated within 50% of the total oxygen blowing time. At this time, it is desirable that the SiO2 source is a low melting point slag containing SiO2, such as Ni slag.
