PROBLEM TO BE SOLVED: To produce, at a low cost, a steel excellent in corrosion resistance in a working area under various corrosive environments. SOLUTION: The steel excellent in corrosion resistance in a working area can be obtained by using a steel having a composition consisting of, by weight, <=0.02% C, 0.01-3% Si, 0.1-3% Mn, 10-30% Cr, 0.1-10% Al, 0.0003-0.1% Mg, <=0.03% P, <=0.01 S, <=0.02% N and the balance Fe with inevitable impurities as a base material and forming, at least one the surface to be exposed to service environment of this base material, a layer of a metal baser in electric potential in aqueous-solution environment than the base material to 0.5-500μm thickness.
