PROBLEM TO BE SOLVED: To provide a guide and roll changing device for rolling mills whose installation cost is low, safety is high and automation is easy. SOLUTION: This device is the guide and roll changing device for a steel bar mill 3 in the mill stand 6 of which grooved rolls 8 for rolling steel bars and guides 9 for guiding the steel bar are provided so as to be continued to the inlet side and outlet side of these grooves of the roll. The mill stand 6 is provided so as to enable to be drawn out of the inside of a rolling line to the work side, also a guide changing device 4 is arranged on the inlet side and outlet side of the stand of the steel bar mill 3 in the drawing-out position and the roll changing device 5 is arranged side by side on the further work side of the stand 6 of the steel bar mill 3 in the drawing-out position.
