PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool of cemented carbide provided with excellent abrasion resistance and chipping resistance. SOLUTION: This surface-coated cutting tool of cemented carbide comprises a base body of cemented carbide comprising WC-based cemented carbide or TiCN-based cermet, and a hard coating layer physically deposited on the surface of the base body comprising a lower tenacity layer having an average layer thickness of 1-10μm, and satisfying a composition formula of (TiXAl1-X)ANB, where X: 0.55-0.75 and B/A: 0.95-1.05 by the atomic ratio, and an upper hard layer having an average layer thickness of 1-10μm and satisfying a composition formula of (TiYAl1-Y)ANB where, Y: 0.55-0.75 and B/A: 0.95-1.05 by the atomic ratio.
