PROBLEM TO BE SOLVED: To prepare a dialysing raw fluid in a bag unit while extending the life of a circulating pump by controlling the suction quantity of the circulating pump corresponding to a flow rate. SOLUTION: In a powder preparation dissolving system for charging a powder preparation in a dissolving tank 11 by a predetermined number of bags to circulate, dissolve and dilute the same by a pump, a control device 20 for detecting the flow rate of diluting water by a flow rate sensor 10 and controlling the suction flow rate of a circulating pump 15 corresponding to the flow rate is provided.
