PROBLEM TO BE SOLVED: To improve control performance of a valve timing device, etc., of an internal combustion engine. SOLUTION: A valve timing control device performs feedback-control by sliding mode control. In such a device, when deviation between a target angle and an actual angle is within a specified range of control dead band causing no fluctuation of the target angle for a specified time (S1 to S3), a mean value of the deviation during the specified time is calculated (S4). When the mean value exceeds a threshold value on an angle-retarding side, a base duty ratio is corrected to an angle-advancing side (S7, S8). It is thus possible to correct dislocation of the base duty ratio in respect to a center value in the operation dead band.
