PROBLEM TO BE SOLVED: To use the same form for a tunnel with a different cross sectional shape by easily changing the form in response to the cross sectional shape of the tunnel. SOLUTION: Lining concrete 16 is placed in the tunnel 14 via a form 12 arranged with a top form 20 and both side forms 22 on a gantry 18 by this method and device. The forms 20, 22 are split into multiple parts, and the split forms 20, 22 are rotatably fitted. The forms 20, 22 are removably fitted to the gantry 18 according to the cross sectional shape of the tunnel 16, then the forms 20, 22 are rotated to adjust the angles between the forms 20, 22. The lining concrete 16 is placed in the tunnel 14 after the cross sectional shape of the form 12 is changed.
