PURPOSE: A coding and decoding apparatus in a modulation/demodulation system is provided to improve performance of the coding and decoding operation by processing extra reserved bits effectively without addition of hardware. CONSTITUTION: The first tail-bit inserting part(12) inserts the tail-bit to predetermined bits of data block. The first encoder(13) executes convolutional coding for the output signal from the first tail-bit inserting part. A reserved bit inserting part(14) inserts predetermined reserved bit to the data block. The second tail-bit inserting part(15) inserts the tail-bit to the output signal from the reserved bit inserting part. The second encoder(16) executes convolutional coding for the output signal from the second tail-bit inserting part.
