PURPOSE: A speed changing time alarming device of a manual transmission mounted vehicle and the method thereof make a driver use a transmission at a proper time by alarming the time to the driver. CONSTITUTION: A speed changing time alarming device comprises an rpm(revolutions per minute) calculator(2), a speed change time deciding part(3) and an alarming device. At first, the rpm calculator(2) calculates the rpm of the engine of a vehicle by using detected values. Then, the speed change time deciding part(3) decides whether the calculated rpm of the engine is proper to the speed change or not. Finally, if the rpm is proper to the speed change, the driver generates a signal, which a driver can perceive.
