PURPOSE: A system and a method for controlling total overload is provided to perform overload control by selectively scaling aggregate base station transmit signals. CONSTITUTION: A system and a method for radio communication controls the load on a network by selectively scaling a total base station transmit signal. In one embodiment, a total in-phase(I) and a right angle(Q) channel transmit signal are multiplied by a scaling coefficient outputted on the basis of the difference between a threshold and an actual load level by a total overload controller. When a load level measured value shows a high load state, the total in-phase(I) and right-angle(Q) channel transmit signals are scaled to adjust hand-off control measured values measured at the place of a moving body subscriber terminal, e.g. the intensity of a receive signal from a base station, a bit/frame error rate, and a signal-to-noise ratio(S/N), so that a moving body subscriber terminal at the place of a cell/sector border is urged to make a hand-off request to an adjacent cell or sector. Thus, the network capacity is increased, without having to depend upon a conventional call allowing/stopping scheme and the loads are balanced among cells or sectors, so that an overload is stopped.
