PURPOSE: An apparatus for optimizing a local switching network structure is provided to reduce a massive arithmetical evaluation time required to the evaluation of an economical efficiency of a local switching network structure by modeling definitely and simply, a policy of a decision-maker planning the local switching network structure and a detailed operating method thereof. CONSTITUTION: A data input unit(101) receives than a database fundamental, alternative, and policy data inputted by a user. An alternative-plan generating unit(102) creates alternative possible operating methods based on restrictive selection items inputted by the user. A possible solution retrieving unit(103) selects superior ones among the alternative possible operating methods created by the alternative-plan generating unit(102). a capacity allocating unit(104) produces a detailed enforcement plan of a service satisfying the demand of a subscriber. A cost calculating unit(105) computing an estimated cost for each alternative-plan depending on information of the capacity establishment/enlargement of the detailed enforcement plan produced and a detailed event enforcement rule. An optimal solution retrieving control unit(106) controls the alternative-plan generating unit(102), the possible solution retrieving unit(103), the capacity allocating unit(104), and the cost calculating unit(105), and draws the minimum cost. An output unit(107) provides the drawn result to the user.
