PURPOSE: A video codec for a distinction coding and a method for an image distinction coding using it are provided to code an image for minimizing an influence of an error caused by a channel status. CONSTITUTION: An image analyzing device(602) analyzes a visual importance of an inputted image frame and selects one structure out of stored distinction slice structures in accordance with the visual importance. A slice divider(601) distinctively divides an image frame inputted in accordance with the selected distinction slice structure. A coding unit(600) codes and transmits the distinctively divided image frame. A decoding unit(603) decodes the coded image frame.
