PURPOSE: An apparatus and a method for automatically establishing a telephone sound database are provided to reduce a working time and a cost used by an operator and a user and to be possible for developing a speech recognition system optimized for a telephone channel by constructing automatically a telephone sound database using an old sound database without the operator and user and comparing a recognition performance between old sound data and telephone sound data at the speech recognition system. CONSTITUTION: A local telephone office of a public network(50) constructs a telephone sound database by using an old sound database. A host computer(70) includes a call processing control section(71), an audio file, a regenerative section(74), a telephone audio file recording and storage section(75), a sound database(73), a telephone sound database(76), and a system control section(72). A telephone network matching section(60) is connected through the local telephone office(50), a sending telephone wire(51), and a receipt telephone wire(52), and is connected to the host computer(70).
