PURPOSE: To prevent an erroneous operation of a non-control detection protective circuit when starting a switching converter. CONSTITUTION: A latch controller 40 invalidates a non-control detection decision signal SDT when softly started. A drive circuit 33 stops drive signals SD1, SD2 for a predetermined period after an overload state is detected based on the signal SDT, then controls a soft start controller 35 to softly start, thereby executing an intermittent operation. Further, an intermittent controller 50 controls the controller 35, thereby completing discharging of a capacitor 36 for setting the soft starting period when started at the soft starting operation in the intermittent operation.
