PURPOSE: A picture communication device for screening and transmitting moving picture messages is provided to screen and transceive a moving picture message according to a user's intension when he makes or receives a telephone call. CONSTITUTION: A protection cover(130), installed in the front of a camera installed at the lower side of a covering part(110) of a picture phone(100), protects a camera lens. The protection cover(130) is opened and closed by the operations of a transfer switch(140) installed at the lateral side of the covering part(110). According to an operation of the transfer switch(140) a video message to be transmitted from the picture phone(100) is determined. In case that the transfer switch(140) is located in a video mode, the picture phone(100) transmits a real-time voice message with a real-time moving picture message photographed through the camera as the protection cover(130) is opened. If the transfer switch(140) is located in a voice mode, the protection cover(130) is closed to protect the camera lens.
