PURPOSE: A method and an apparatus are provided to prevent environmental pollution and supply a substitute for livestock feed, by fermenting food waste with side ingredients and fermentation microbes and maunfacturing a biomass-fermented feed. CONSTITUTION: Foodwaste and side ingredients like corn flour and rice bran, are mixed in a fermentation device, and the water content is controlled to 40-60%. The mixture is heated at 120±10deg.C for 60 minutes for sterilizing putrefactive microbes and homogenizing the ingredients. The temperature of the heated mixture in the fermentation device is controlled to 40-60deg.C. Fermentation microbes are inoculated to the mixture and stirred for 10-24 hours to dry for having the water content 15%. A dehumidifier(23) is installed on an upper part of a stirrer(21) of the fermentation device, and includes a ventilator(27) for flowing outside air in and a dew collection hole(29). An overheating prevention plate(24) is placed on a lower part(21a) of the stirrer(21) for indirectly heating the stirrer(21). An end(44a) of a heating pipe(44) is connected to a venting hole and the other end is connected to a discharging hole(43a) for supplying hot-air to the stirrer(21).
