The bottom layer may have incorporated in it returned agglomeration fines to increase permeability and/or the top layer may have incorporated in it blast furnace dusts. In addition the top layer may be compacted and/or the bottom layer broken up by purely mechanical means. Alternatively the permeability of the two layers may be varied by providing for different moisture contents in the two layers.
