The invented process for producing fiber skeins is carried out in such a manner that that at least one, particularly tow filter strip (6) is drawn from a supply (7). The drawn-off filter tow strip is subjected during subsequent treatment to a brake force in order to adjust the quantity and/or properties of the strip, whereby the brake force is set automatically. Then said at least one tow filter strip is subjected to stretching and fluffing, at least one tow filter strip is then collected in a formatting unit (3) to form a round fiber skein or skeins that are provided with an enveloping material strip (23) to from at least one continuous, wrapped filter skein, particularly wrapped filter skein (27.1, 27.2). Characteristic size of this at least one produced fiber skein, particularly a wrapped filter skein (27.1, 27.2) is recorded and measures for detecting actual values of its characteristic size. In dependence on the detected actual value and on a required value of a characteristic quantity being set there is controlled and regulated said brake force acting at the beginning of treatment prior stretching on said at least one strip, particularly a tow filter strip (6). Apparatus for making the above-described process comprises a supply mechanism for supply from a bale (7) with subsequent treatment unit (1) being provided with a brake mechanism (4), a stretching mechanism with stretch rollers (11, 12), a formatting unit (3) for filter skeins (27.1, 27.2) and a control system (48).
