PROBLEM TO BE SOLVED: To minimize hindrance to train operation by rearranging vehicle operation and use of personnel after the occurrence of an abnormality. SOLUTION: Vehicle operation information and personnel use information are sampled into an information transfer device, and integrating those pieces of information. Thus the device enables the vehicle operation information and the personnel use information to be grasped on a vehicle to minimize hindrance to train operation after the occurrence of an abnormality. The various pieces of on-train information are transmitted to the ground side so that the conditions of vehicles can be also grasped on the ground side.
