PROBLEM TO BE SOLVED: To easily construct a structure having high impervious performance even on the ground, in which there is no impervious stratum in fixed depth, in the case of the land formation of the disposal field of waste. SOLUTION: A soil-improved batholith body 2 in which mechanical type agitation improved bodies 2a and jet-type agitation improved bodies 2b are arrayed densely, without openings is land-formed in fixed length in a section lower than fixed depth and in an area capable of sufficiently covering a disposal position by a deep mixing soil improvement method, in which mechanical type agitation and jet type agitation are combined, and a soil-improved wall body 3 having a square shape in a plan view and fixed thickness is continued so as to surround the disposal position in a plane shape by a chain ciyculation traverse type continuous soil improvement method, and a lower end section is land-formed so as to be penetrated into the soil-improved batholith body 2.
