PROBLEM TO BE SOLVED: To eliminate adhesion of fusion lees of a film on a cutter. SOLUTION: One film regulating section 33, a cutter 34 and other film regulating section 37 are provided on the front of a guide roller 25. The cutter 34 is moved close to a line connecting ends of respective film regulating sections 33 and 35 but not protruding therefrom in a packaging device.
