PROBLEM TO BE SOLVED: To provide a powder puff which is not deformed and can be manufactured efficiently at a low cost without requiring skill. SOLUTION: The powder puff is formed by wrapping an elastic core material 3 with an applying material 2. A shape-retaining material 4 is inserted between an inner periphery of the applying material 2 and an outer periphery of the elastic core material 3. Thereby, the elastic core material does not slip out of position inside the bag-shaped applying material, when it is tightly grasped during use, or washed with water for eliminating soil.
