PROBLEM TO BE SOLVED: To provide a structure of a parts feeding apparatus and a parts feeding method to reduce the variance in the feed of a hoop, and to stably feed the parts. SOLUTION: The parts feeding apparatus to feed the parts fed by the hoop 1 to a production apparatus comprises a feed roller 2 to feed the hoop 1 with the hoop 1 pressed thereagainst, a pulse motor 3 to drive the feed roller 2, and a pilot pin 5 to be passed through a pilot hole formed in the hoop 1 with the feed roller not pressed against the hoop 1.
