PROBLEM TO BE SOLVED: To provide a method of forming a micro cell and so on whereby a delay value is accurately computed for an input/output terminal of the micro cell and a high-speed micro cell is designed efficiently. SOLUTION: The method of forming a micro cell of the present invention comprises step S101 of forming a frame of a micro cell based on a size estimate 2 of a circuit, step S102 of disposing a temporary external input/output terminal on the frame of the micro cell based on input/output terminal information 3 of the circuit, step S103 of adding connection information of the temporary external input/output terminal and an actual input/output terminal to circuit connection information 1, step S104 of disposing basic function cells based on the circuit connection information 1, step S105 of placing wiring between the basic function cells, step S106 of removing the wiring between the temporary external input/output terminal and the actual input/output terminal, and step S107 of producing micro cell layout data 4.
