PROBLEM TO BE SOLVED: To provide reproducibility in testing conditions of submergence test. SOLUTION: An elevating device 4 is vertically moved in a desired speed in respect to a water tank 3 by power force of a motor 21 while holding a fixture 2 fixing an on-vehicle electronic unit 1 for eliminating dispersion of a tilt angle of the on-vehicle electronic unit 1 and providing a constant condition of submerging speed.
