PROBLEM TO BE SOLVED: To permit application to a seat with a built-in shoulder belt by improving the strength of a lock greatly in a so-called round reclining device, furthermore permit application to two-door vehicles and recreational vehicles due to the ability to correspond to inclining back seats ahead and expand the rotating range of the back seats close to 180 deg., and satisfy the request for making the device lightweight with a slight increase in the number of parts. SOLUTION: Lock gears 5 and 6 are arranged at respective quarter positions where four pieces are unsymmetrical in a round reclining device. A flat projection part 22 is formed on a gear plate 2 that can engage with the lock gears 5 and 6, and the length angleβof the flat projection part 22 is made larger than the interval angleαbetween the adjacent lock gears 5 and 6. Furthermore, the shapes of the lock gears 5 and 6 are made unsymmetrical.
