PROBLEM TO BE SOLVED: To provide an apparatus for always detecting the damages of a translucent material arranged to a place, where the measurement of damage is positionally difficult or an operation part and a method for accurately and rapidly diagnosing the damages advance degree of the translucent material. SOLUTION: An apparatus 15 is constituted so that a translucent material being an object to be measured is irradiated with a light from an EL light-emitting element 1 used in a light source and the transmitted light (damage detecting light) from a region A where damage must be detected of the translucent material 3 and the transmitted light (reference light) from a region B having a structure equal to that of the region A and free from damages of the translucent material 3 are received by light guide means 4, 4 to be guided to a light detection circuit 6 equipped with light sensors 5, 5, and the intensities of the damage detection light and the reference light are measured to calculate the output differences between the intensities of both lights and the calculated value is compared with the threshold of the damage of the translucent pervious material 3 to detect the damage of the translucent material 3. The damage advance degree for the light-transmissive material 3 is diagnosed from the output differences between the intensities of transmitted lights by using a damage evaluation formula.
