PROBLEM TO BE SOLVED: To solve troubles that, when a wide stock is cropped, the cropping length in the width direction is increased, a crop is hooked or bridged in a crop shear or in a crop bag to cause the blocking. SOLUTION: Circumferential cutting blades 11 and 12 are provided on upper and lower drum surfaces on a succeeding side of the cutting blades 11 and 12 in the crop shear for the hot rolling, and the crop is cut short.
